Granny flat cost in Auckland: what a turnkey price includes

Expandable home on a lawn, flax, cabbage trees and green hills behind

What a granny flat costs in Auckland is more than the price of the building. A unit made overseas adds GST and import charges at the border. Then come the council's PIM fee and development contributions, Watercare's growth charge, the designer, the foundations and the connections. Here is each line, with the official charges in force in October 2026 and our own turnkey prices, part by part.

What does a granny flat cost in Auckland in 2026?

Our two units, on a standard metro Auckland section, GST included:

A standard section is level and on good ground, outside natural hazard areas, with truck and crane access, the house services within 15 m and drainage by gravity. Metro Auckland means Auckland's urban area connected to Watercare's water and wastewater networks and reached by truck and crane from the mainland. Islands such as Waiheke and Great Barrier, and rural areas, are priced in your quote.

Published all-in prices are rare. When we surveyed sellers' websites on 24 October 2026, the only other all-in price we found for Auckland was $204,990 for 50 m² with two bedrooms, GST included, delivered, built and connected on a flat site with normal access, with the PIM. Development contributions and Watercare's growth charge were to be confirmed for each address. Other advertised prices often cover the building alone: check whether delivery, foundations, connections and council charges are included, and compare totals for the same scope. The same lines apply whatever you call the building, granny flat or minor dwelling.

Whoever you buy from, the same lines make up the total. Ask for each one in writing:

Council charges: the PIM fee and development contributions

Every granny flat built under the exemption needs a project information memorandum (PIM) from the council before any building work starts. Auckland Council's base fee for a PIM for a non-consented small standalone dwelling is $537, GST included, and more can be charged if more work is needed (Auckland Council, building consent fees and charges). The council must issue the PIM within 10 working days of receiving a complete application, and the PIM lapses if the work is not completed within two years, unless the council allows more time. Our guide to the 2026 granny flat rules explains the PIM in detail.

Development contributions are one-off charges that help pay for council infrastructure such as roads, parks and stormwater. Auckland Council assesses granny flats for them, and the amount depends on where you build. If a contribution is payable, the council attaches a development contribution notice to your PIM, and you pay it within 20 working days after the work is complete. Contributions assessed under the council's Development Contributions Policy 2025 rise by 2% a year for invoices issued from 1 July 2026, and the council can give you an estimate at the planning stage (Auckland Council, development contributions).

Water supply and wastewater are not part of the council's contributions: Watercare charges them separately, or Veolia in Papakura.

Our turnkey price counts the PIM fee, the development contributions for a typical Auckland suburb and Watercare's growth charge. Your written quote uses the amounts for your address.

Watercare's infrastructure growth charge, and the 65 m² line

Watercare charges an infrastructure growth charge (IGC) for each new residential unit that connects to its networks, including an extra unit at a property that already has a connection. From 1 July 2026, the IGC for water and wastewater in the metropolitan area is $25,520.40 before GST, or $29,348.46 including GST, per residential unit (Watercare, residential charges 2026/27). Other parts of Auckland have their own rates.

Watercare's policy charges two thirds of the full IGC for a residential unit with a gross floor area of 65 m² or less, measured as Watercare defines it. Both our units measure less than 65 m²: 37.2 m² overall for the Yard 37 and 56.7 m² overall for the Yard 57. Watercare sets the charge when it approves the connection.

GST and import charges at the border

When the unit is made overseas, you import it, so you pay the border charges when it is cleared:

The container is also cleared for biosecurity at a transitional facility: see how a unit travels from the factory to your section. Our quote estimates these costs, so you know the full amount before you order.

Site works: what changes the price

The site works are the part that depends most on your section. They cost more when:

Planning rules can also shape the project, such as the limit of one detached minor unit per site: see our guide to minor dwellings in Auckland. If your project cannot use the exemption, it can go through a building consent instead: your quote then shows the consent fees and the extra time.

When you pay, and what you pay first

  1. The PIM stage: the designer named in our proposal adapts the drawings to your section and applies for your PIM with you. You pay their fee for this stage and the council's PIM fee directly, before your final quote.
  2. The deposit to us: when you order, once your PIM is issued and your consent pathway is confirmed in writing. For a project that relies on the granny flat exemption, we take no deposit until MBIE has answered our two questions in writing.
  3. The balance to us: when we send you the independent inspection report, before the unit is loaded.
  4. GST and import charges: to Customs, when the unit is cleared at the border.
  5. Site works: to the designer, LBP and trades named in your quote, under their own contracts with you.
  6. Watercare's growth charge: to Watercare, when it approves the connection.
  7. Development contributions: to the council, within 20 working days after the work is complete.

The two questions open with MBIE since 23 October 2026 are whether a home built overseas can use the exemption, and whether the bolted steel frame of our units counts as a lightweight steel frame. Our guide to expandable granny flats in New Zealand explains both.

Frequently asked questions

Does the granny flat exemption remove development contributions?

No. A council can charge development contributions for a granny flat built under the exemption: the notice comes with your PIM, and you pay within 20 working days after the work is complete. For three years from the start of the exemption, councils can charge them even where their contributions policy does not provide for it.

Is GST included in your prices?

Yes. Our turnkey prices include GST: on the unit, you pay it at the border as the importer, and the council and Watercare charges are counted with their GST. The table for each unit shows who is paid what.

Are Waiheke and rural sections included?

No. Our turnkey prices cover a standard section in metro Auckland. Islands such as Waiheke and Great Barrier, and rural areas, are priced in your quote, and Watercare's growth charge has different rates outside the metropolitan area.

What if my project needs a building consent?

It can go through a building consent instead of the exemption. Your quote then shows the consent fees and the extra time.
